KUNA madai ya ulinzi dhaifu unaoikabili Hospitali ya Taifa ya Muhimbili (MNH) jijini Dar es Salaam na ndiyo maana kila kukicha madaktari feki wananaswa wakiwa katika harakati za kujipatia kipato cha rushwa kutoka kwa wagonjwa wanaopigania afya zao, Ijumaa limebaini kioja cha aina yake.
Kikosi cha makachero cha Oparesheni Fichua Maovu (OFM) kutoka Global Publishers kiliamua kuyafanyia kazi madai hayo ili kujiridhisha.
Kikosi cha OFM chenye makachero wanne kilipangwa, kikajiweka tayari kwa kuingia kwenye hospitali hiyo kufanya uchunguzi wa awali ambapo walibaini kwamba ni kweli kuna udhaifu wa ulinzi.
Baada ya uchunguzi huo, OFM walirudi makao makuu ya Global, Mwenge, Dar es Salaam na kuweka mikakati ya kuanza kazi siku iliyofuata.
Vazi la kidaktari aina ya joho jeupe lenye kumfika dokta magotini lilipatikana sanjari na kipimo cha kitabibu ambacho huvaliwa shingoni kama daktari hampimi mgonjwa.

MPANGO ZA OPARESHENI
Mpango wa zoezi hilo ulikuwa ni kufanya kazi kwa siku tatu, kuanzia Septemba 24-27, mwaka huu ambapo maeneo mbalimbali ya kutembelewa na daktari huyo feki yalianishwa ikiwa ni pamoja na mapokezi, kwenye korido, wodini, theatre na mwisho kabisa ni kwenda kuonana na Afisa Uhusiano wa Muhimbili, Aminiel Aligaesha kwa lengo la kusalimiana naye ili kuona kama ataweza kumbaini mwandishi huyo aliyejifanya daktari.
Kuanzia aya zinazofuata, mwadishi aliyejifanya daktari anasimulia mwenyewe hali ilivyokuwa siku ya kwanza ya oparesheni:

MAPOKEZI
Mbele yangu walinitangulia watenda kazi wenzangu ambao kazi yao ilikuwa kuendelea kufanya uchunguzi zaidi kama kuna madaktari wengine feki mbele yangu ili wasiharibu zoezi.
Nilifika mapokezi bila kukaguliwa na walinzi ambapo niliwakuta vijana wawili wakiwa na vielelezo vya hospitali hiyo vikionesha ugonjwa wa mama yao. Walinionesha vielelezo hivyo huku wakiulalamikia uongozi mbovu katika kushughulikia matatizo yao.
Walidai kwamba, siku hiyo ilikuwa ya nne wanazungushwa kupata huduma hospitalini hapo. Wakasema imefika hatua wamekata tamaa na hawajui waende wapi kulalamikia hali hiyo.
MALALAMIKO YAO
“Daktari tunaomba msaada wako, tuna siku nne bila kupata huduma hospitalini hapa. Tumeanza kuchoka na mama yetu ni mgonjwa sana, tusaidie,” walisema vijana hao ambao hawakutaja majina.
“Mimi nawaomba muendelee kuwa wavumilivu mtahudumiwa kama wengine, si mnajua hii ni hospitali ya taifa, ina wagonjwa wengi sana,” niliwajibu.
SAA 6: 30 MCHANA, MZEE ASAKA HUDUMA
Saa 6 na nusu mchana bado nikiwa na sare ya kazi, nilipishana na daktari mmoja akiwa amekiweka kipimo kwenye mfuko wa upande wa kulia wa joho, ilibidi na mimi nikitoe shingoni kipimo changu na kukiweka mfukoni kama yeye. Nilihisi huenda ni staili ya utambulisho ya madaktari wa hospitali hiyo.
Nilikwenda hadi kwenye dirisha la kutolea risiti za malipo ambapo nilikutana na mzee mmoja aliyeniomba msaada wa kuandikiwa kibali cha kuchukua dawa nje ya hospitali.
“Daktari naomba unisaidie nina siku mbili nahitaji kupewa kibali tu cha kuchukua dawa nje ya hospitali lakini kila ninayemwendea ananiambia yuko bize,” alisema mzee huyo.

Bila kusita nilisimama na kuipokea nikaikagua hadharani kwa kuiweka hewani kinyume na taratibu za udaktari lakini hakuna mtu yeyote aliyekuwa tayari kunikamata kwa kitendo hicho.

Nikiwa bado naelekea upande wenye wodi hizo nilikutana na mama mmoja ambaye alinisimamisha na kuniambia anatoa shukrani zake za dhati kwa madaktari wa Muhimbili kwani mtoto wake alikuwa na tatizo la shingo na alifanikiwa kupata matibabu, lakini akaongeza kuwa kilichomuokoa mwanaye akapata tiba nzuri ni pesa zake.

Saa 9:23 alasiri siku ya pili ya zoezi letu, baada ya kuvalia gwanda langu kwenye gari nilishuka kwenye gari na kuanza kutembea kuelekea Wodi ya Kibasila.
Niliwapita walinzi ambao walisimama kwa heshima zote wakiamini mimi ni daktari halali kabisa, niliwasalimia wakaitikia, nikawapita wauguzi, nikaenda ndani ya wodi ambapo wagonjwa walikuwa wamelala katika hali ya kupoteza matumaini.
Nilimfuata mama mmoja aliyelala kwa huzuni, nilimuuliza tatizo lake ambapo aliniambia ana uvimbe sehemu za siri. Alinishukuru kwa kufanyiwa upasuaji na akasema anaendelea vizuri.

AINGIA WODI YA MWAISELA
Nilitoka kwenye wodi hiyo kwa kutamba na kwenda Wodi ya Mwaisela, ghorofa ya kwanza ambapo pia muda wa watu kuona wagonjwa ulifika, wakaingia. Mimi niliingia kwa kuheshimiwa na wauguzi waliokuwa wamekaa kwenye ofisi yao.
Niliongea na wagonjwa mbalimbali na kuwapa pole, wengi walishukuru ujio wangu kama daktari na waliniambia maendeleo yao kwa wakati huo.
Saa kumi na moja na nusu kikosi kizima kilirejea kwenye gari, safari ya kurudi ofisini ikaanza. Ilikuwa siku ya pili ya oparesheni hiyo.
CHUMBA CHA UPASUAJI ‘O THEATRE/ICU/X RAY/CT SCAN’
Siku iliyofuata, yaani Alhamisi ya Septemba 26, saa 7 mchana nikiwa na wenzangu tulirejea tena Muhimbili, safari hii maeneo yaliyotakiwa kufanyiwa kazi ni chumba cha upasuaji na kwa afisa uhusiano wa hospitali hiyo.
Kwanza kwenye chumba cha upasuaji nilibaini kwamba kila mtu anaweza kuingia. Niliingia kwenye chumba hicho na kuwasalimia madaktari waliokuwa tayari wamevaa zana za kazi. Salamu yangu ilijibiwa bila maswali wala kutazamwa kwa mshangao kwamba mimi ni mgeni.
Wakati natoka katika chumba hicho cha upasuaji, nje nilikutana na mzee mmoja ambaye aliniomba msaada wa kupangiwa siku ya kufanyiwa operesheni kwa ndugu yake wa karibu.

Breaking News! Woman Killed Near Capitol After Ramming White House Gate

A Capitol Police officer was injured, apparently in a crash that happened after the chase.
The incident began at about 2:30 p.m. at the White House gates at 15th and E streets NW, NBC News confirmed. Video submitted to NBC Washington by AlhurraTV shows the woman’s car surrounded by officers with their guns drawn. The woman bashes into a barricade, backs up, and then drives away.
She then led them and Capitol Police on a chase to 2nd Street and Maryland Avenue NE near the Capitol, where she crashed into a barricade, sources told NBC Washington’s Jackie Bensen.
The woman, who was about 34 and driving a car with Connecticut license plates, was shot at the scene and killed.
A volley of shots were heard and led to a lockdown on Capitol Hill; though initial reports said the woman had fired, later reports said it was unclear who fired the shots.
The woman’s child was taken to a hospital but was not hurt, reported NBC News’ Luke Russert.
The shooting comes on day three of the first government shutdown in 17 years, a tense standoff between the House and the Senate over the federal budget and President Barack Obama’s Affordable Care Act. Both sides have accused the other of refusing to negotiate, and tens of thousands of federal workers have been furloughed.

However, the shooter’s motives remain unknown. The incident appeared to be isolated and was not related to terrorism, said U.S. Capitol Police Chief Kim Dine.
The police officer who was injured in a crash during the chase was airlifted to an area hospital. He was conscious and breathing, Dine said.
The U.S. Capitol building was put on lockdown immediately after the shooting, though that lockdown has now been lifted.
Rep. Mike Quigley (D-Ill.) said he was in his office when he heard about the shots, reported NBC Chicago.
“We have our interns here — [a warning] squeals through the phone,” he said. “Freaked everyone out — you are to shelter in place, lock your doors, go to the back of your office.”
During the lockdown, the House recessed, and the Senate went into a quorum call.
Pennsylvania Avenue remains closed in the area, and tourists were evacuated.
“You could hear multiple shots,” said one witness. “We knew we were in danger, in harm’s way, and we heard the police screaming, ‘Get down, get down!’ So we hit the concrete and just laid still.”
Another witness told NBC Washington he heard two separate bursts of gunfire. NBC News correspondent Luke Russert reported hearing three or four booms from his office and saw 40 to 50 people hit the ground.

Kamanda Sirro alisema, watu watano wanashikiliwa kwa tuhuma ya kuwatorosha na kuwahifadhi wahamiaji na majangili 11 ambapo silaha mbalimbali 23 zimekamatwa.Silaha hizo ni pamoja na bunduki aina ya SMG, bastola, magobole 18, magazine mbili, bomu la kutupwa kwa mkono pamoja na sare moja ya Jeshi la Burundi.
Katika hatua nyingine, Kamanda Sirro alisema ng’ombe 2,220 wamekamatwa, 103 wanamilikiwa na Bw. Kalemela George, wilayani Biharamulo ambaye mahakama imetoa amri ya kutaifishwa baada ya kuwaingiza katika Hifadhi ya Taifa Biharamulo kinyume cha sheria.
“Natoa wito kwa wafanyabiashara wa nyama mjini Bukoba,kwenda kuwanunua kwa ajili ya kuchinja na kuuza, hatua ya kutaifisha mifugo ni nzuri...kesi nyingine za mifugo bado tunafanya utaratibu wa kuzifikisha mahakamani,” alisema.

Under the United States Constitution, the President of the United States is the head of state and head of government of the United States. As chief of the executive branch and head of the federal government as a whole, the presidency is the highest political office in the United States by influence and recognition. The president is also the commander-in-chief of the United States Armed Forces. The president is indirectly elected to a four-year term by an Electoral College (or by the House of Representatives should the Electoral College fail to award an absolute majority of votes to any person). Since the ratification of the Twenty-second Amendment to the United States Constitution in 1951, no person may be elected President more than twice, and no one who has served more than two years of a term to which someone else was elected may be elected more than once.[1] Upon the death, resignation, or removal from office of an incumbent President, the Vice President assumes the office. The President must be at least 35 years of age and a "natural born" citizen of the United States.
This list includes only those persons who were sworn into office as president following the ratification of the United States Constitution, which took effect on March 4, 1789. For American leaders before this ratification, see President of the Continental Congress.[2] The list does not include any Acting Presidents under the Twenty-fifth Amendment to the United States Constitution.
There have been 43 people sworn into office, and 44 presidencies, as Grover Cleveland served two non-consecutive terms and is counted chronologically as both the 22nd and 24th president. Of the individuals elected as president, four died in office of natural causes (William Henry Harrison,[3]Zachary Taylor,[4]Warren G. Harding,[5] and Franklin D. Roosevelt), four were assassinated (Abraham Lincoln,[6]James A. Garfield,[6][7]William McKinley,[8] and John F. Kennedy) and one resigned (Richard Nixon).[9]
George Washington, the first president, was inaugurated in 1789 after a unanimous vote of the Electoral College. William Henry Harrison spent the shortest time in office with 32 days in 1841, and Franklin D. Roosevelt spent the longest with over twelve years, but died shortly into his fourth term in 1945. He is the only president to serve more than two terms, and a constitutional amendment, affecting presidents after Harry Truman, was passed to limit the number of times an individual can be elected president. Andrew Jackson, the seventh president, was the first to be elected by men of all classes in 1828 after most laws barring non-land-owners from voting were repealed. Warren Harding was the first elected after women gained voting rights in 1920. History records four presidents – John Q Adams, Rutherford B. Hayes, Benjamin Harrison and George W. Bush – who lost the popular vote but assumed office. John F. Kennedy has been the only president of Roman Catholic faith, and the current president, Barack Obama, is the first president of African descent
